How long can I work for a temp agency in the Netherlands?

April 10, 2026

EU-People is a staffing agency. If you work through us, you’ll receive a flexible employment contract. Often, after some time, there’s an opportunity to secure a direct contract with an employer. We’re often asked, “How long can I continue working with you?” In this blog post, we’ll discuss that in detail.

Recent Changes to the NBBU Phase System

Regulations governing temporary employment in the Netherlands are governed by the NBBU and ABU. In their phased system (NBBU Phase System) the NBBU describes 3 phases (phases), each with its own maximum contract term. In this blog, you'll find the current terms and conditions (2023). Please be aware that many online sources still list the old (incorrect) figures.

Phase 1-2: Flexible Employment Contract

Your first contract with a staffing agency in the Netherlands is a flexible employment contract. Both you and the staffing agency are free to terminate the contract at any time. This offers a great deal of flexibility, but is only permitted for a maximum of 52 weeks. During these first 52 weeks, you’ll go through Phases 1 and 2 of the NBBU Phase System. All weeks worked and paid vacation weeks are counted—even if you change jobs, change workplaces, or work fewer hours. If you stop working for 26 weeks or longer, the week counter is ‘reset,’ and you start counting again from week 1.

Phase 3: Fixed-Term Contract

After working for 52 weeks under a flexible employment contract, you’ll often be offered a fixed-term contract. A fixed-term contract specifies the number of months or years for which you are entitled to a salary. Such a contract may last for a maximum of 3 years or until you have signed a total of 6 contracts—whichever comes first. These 3 years are known as Phase 3 in the NBBU Phase System.

Phase 4: Permanent Contract

After Phase 3, you’ll need a permanent contract to continue working. This type of contract has no end date. The company you work for may offer you a direct contract at that time. Many of our clients offer direct contracts—often even before you’ve completed Phase 3.

Summary: How long can I work with EU-People?

At EU-People, you can work for at least the full duration of Phases 1–2 and 3 of the NBBU Phase System. That’s 4 years or more! If you’re a good fit for one of our clients, they may offer you a direct contract much sooner. You’re also free to work with us for a shorter period—even just a few months. Whether you’re looking for a short-term job abroad or a long-term position, you’re always in good hands with us!
